Controlled pilot for low-altitude economic development in Dien Bien
Dien Bien has been selected to develop a controlled pilot project for low-altitude economic development not only because of its mountainous, fragmented terrain, but also to create a reference model for other localities.

According to the Ministry of Science and Technology, the Ministry recently held a working session with the Ministry of National Defense, the People’s Committee of Dien Bien Province, and representatives of relevant units and enterprises on developing a controlled pilot project for low-altitude economic development, applying unmanned aerial vehicles (UAVs) in Dien Bien Province.
According to Deputy Minister Bui Hoang Phuong, the low-altitude economy is a new field with high interdisciplinarity and significant development potential. The selection of Dien Bien to develop the project is not only based on the actual conditions of a mountainous locality with fragmented terrain, but also aims to form a reference model for other localities in the coming time.
According to Deputy Minister Bui Hoang Phuong, UAV technology has been applied in many places. Therefore, the focus of the project is to build specific application models to assess effectiveness when integrating UAVs into economic activities.
The implementation needs to be of sufficient scale, associated with practical problems such as goods transportation, while combining data collection to serve production, business, and management; with a clear basis for measuring efficiency, added value, as well as the ability to improve operations.
In other words, the question is not “whether it can fly,” but “what it flies for,” what problems it solves, and what additional value it creates for the locality and for management activities. This is the practical approach that the Ministry of Science and Technology aims to apply in this pilot project.
From the Ministry of National Defense’s side, its representative basically agreed with the policy of developing a controlled pilot project in Dien Bien Province. However, implementation must ensure the highest requirements for national defense, security, airspace management, flight safety, and social order and safety—this is a consistent principle with no exceptions.
Senior Lieutenant General Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People’s Army, stated that UAV pilot activities must fully comply with current regulations on no-fly zones, restricted areas, as well as licensing and flight supervision procedures.
Units such as Military Region 2, the Air Defense – Air Force Service, the Operations Department, and related agencies are required to closely coordinate with the Ministry of Science and Technology and Dien Bien Province to review and finalize the project, ensuring implementation in accordance with regulations, proper authority, and absolute safety.
A representative of VNPost proposed implementing a UAV-based goods transportation model in Dien Bien, and at the same time recommended several mechanisms that need to be addressed to ensure feasibility.
Chairman of the Dien Bien Provincial People’s Committee Le Van Luong said that the locality will continue to closely coordinate with the Ministry of Science and Technology, the Ministry of National Defense, and related units to finalize the project in a feasible, safe, and effective direction.
Accordingly, the province aims to gradually form a UAV application model suitable to actual conditions, meeting development requirements in the new phase.
The pilot implementation in Dien Bien is expected to provide important practical data as a basis for building a legal framework and shaping the low-altitude economic development model in the coming time.
