Approval of the Project “Digital Transformation in the Cultural Sector to 2030, with a Vision to 2045”
Deputy Prime Minister Nguyen Chi Dung signed Decision No. 611/QĐ-TTg dated April 4, 2026 approving the Project “Digital Transformation in the Cultural Sector to 2030, with a Vision to 2045” (the Project).

The Prime Minister approved the Project “Digital Transformation in the Cultural Sector to 2030, with a Vision to 2045.”

The Project sets the goal of comprehensively modernizing the national digital cultural ecosystem to preserve and promote the values of advanced Vietnamese culture imbued with national identity, rich in creativity, and proactive in international integration.

At the same time, it aims to make digital culture a new resource for sustainable development; promote the development of cultural industries; and ensure that cultural resources are increasingly digitized, effectively shared, and serve people, businesses, and society.

By 2030, striving for 100% of cultural sectors to have shared digital platforms

By 2030, the goal is for 100% of cultural sectors to have shared digital platforms; 100% of digitized cultural heritage types to have standardized data according to the national framework and be shared in accordance with regulations; 80% of public digital cultural heritage to have digital identifiers to establish ownership, control exploitation, and encourage people, organizations, and businesses to also define identifiers and ownership to promote the market.

At least 80% of intangible cultural heritage of ethnic minority regions will be digitized and stored in specialized cultural database systems.

100% of state management agencies in culture will be connected and synchronized with specialized databases; 100% of state management units and public service units in the cultural sector will have appropriate digital transformation plans and roadmaps.

100% of the National Library system, National Museums of history and culture, and public museums will focus on completing digital libraries and digital museums, developing smart library and museum models, while expanding integration, connectivity, and data sharing within Vietnamese and international library and museum networks.

At least 70% of museums, libraries, theaters, art troupes, sports federations, tourist sites, press agencies, and digital content enterprises will have data shared and connected with the shared data infrastructure of the Ministry of Culture, Sports and Tourism.

Striving for at least 75% of people in remote, border, and island areas to participate in cultural activities in the digital environment

Ensuring that at least 75% of people in remote, border, and island areas, and 80% of communes in ethnic minority and mountainous regions, can access and participate in cultural activities in the digital environment.

100% of leaders, managers, civil servants, public employees, artists, and students of universities, colleges, and vocational schools in the cultural and arts sector will have access to training and capacity building in digital knowledge and skills.

By 2045, to fully develop a comprehensive, intelligent, and highly interactive digital cultural ecosystem that both preserves and promotes national identity and strongly disseminates Vietnamese culture globally while integrating internationally. Vietnam’s digital culture will become a driving force for comprehensive human development and enhancing national soft power, with cultural industries and the creative economy becoming sustainable pillars contributing 9% of GDP, and digital cultural industry products accounting for over 80% of total cultural industry products.

The Project sets out foundational tasks and solutions including: improving institutions and policies; mobilizing and effectively using financial resources; developing human resources for cultural digital transformation; developing digital infrastructure and ensuring cybersecurity and safety in the cultural sector; and promoting international cooperation and integration in cultural digital transformation.

In addition, the Project also outlines specific tasks and solutions in eight fields: Cultural heritage; Performing arts and literature; Fine arts, photography and exhibitions; Cinema; Libraries; Journalism - Communication; Grassroots culture; Culture of ethnic minorities./.
