Resolutely promoting digital transformation, developing science and technology, and reforming administrative procedures
The Government Office issued Notice No. 167/TB-VPCP concluding the second meeting in 2026 of the Government’s Steering Committee for the development of science, technology, innovation, digital transformation, and Project 06.

At the meeting, in addition to the achieved results, Prime Minister Pham Minh Chinh, Head of the Steering Committee, pointed out limitations and shortcomings in digital transformation, administrative reform, database development, connectivity infrastructure, human resources, and more. At the same time, the Prime Minister set out specific tasks and solutions for ministries, sectors, and localities to implement as follows:
Ministries, sectors, and localities shall resolutely and synchronously implement programs, resolutions, and plans on science and technology, innovation, and digital transformation in accordance with the direction of the Central Committee, the Government, and the General Secretary.
Accelerating the improvement of institutions, mechanisms, and policies
The Ministry of Science and Technology shall urgently finalize and submit to the Prime Minister for promulgation the Program for the development of the digital economy and digital society for the period 2026–2030; coordinate with the Ministry of Home Affairs and other ministries and sectors to review regulations on organizational structure, functions, and tasks related to the management, application, and development of science, technology, innovation, and digital transformation; ensure practicality, synchronization, and consistency from the central level to the commune level, in compliance with the principle that “one task is assigned to one lead agency responsible to the end,” and report results to the Prime Minister in June 2026.
The Ministry of Public Security shall urgently finalize and submit to the Prime Minister for promulgation the Master Plan for implementing Project 06 for the period 2026–2030; coordinate and reach agreement with the Ministry of Science and Technology on economic and technical norms in document digitization, financial support for personnel engaged in data digitization, and report the assignment plan to the Prime Minister in April 2026.
The Ministry of Education and Training shall issue, within its authority, guidance on implementing the “Three-Party Cooperation Model,” to be completed in April 2026.
Ministries, sectors, and localities shall urgently promulgate ministerial- and provincial-level data architectures, data dictionaries, and data management and governance frameworks; review, create, standardize, and clean data; identify, publish, and update key sectoral datasets integrated into the shared Data Dictionary System, to be completed in the second quarter of 2026.
Ministries and sectors shall support and guide localities in standardizing and cleaning national databases and sectoral databases as a regular task.
Strengthening discipline and order in public service execution
In addition, ministries and sectors shall study and develop KPI indicators to monitor and supervise the implementation of objectives and tasks assigned in strategic resolutions of the Politburo, to be completed in the second quarter of 2026; coordinate with the Government Office to connect, integrate, and share data with the Government and Prime Minister’s direction and administration information system, to be completed in the fourth quarter of 2026.
Heads of working groups assisting the Steering Committee are assigned to lead and direct the focused resolution of key issue groups, ensuring clear focal points and avoiding overlap.
Synchronously implementing solutions to strongly promote the development of the digital economy, digital society, digital infrastructure, and administrative reform
Ministers and heads of ministerial-level agencies shall directly direct and take full responsibility before the Government and the Prime Minister for the progress, quality, efficiency of exploitation, and use of databases.
At the same time, they shall ensure connectivity, sharing, and interoperability with the National Data Center; proactively organize the publication of databases when meeting regulatory conditions, serving as a basis for ministries, sectors, and localities to reduce and replace paper documents in administrative procedure processing.
In addition, they shall direct the completion of publication and process restructuring for 324 administrative procedures under their management according to the list issued with Directive No. 24/CT-TTg dated September 13, 2025, ensuring standardization, reduction of dossier components and paperwork, and improvement of public service quality, to be completed in April 2026.
The Ministry of Science and Technology shall direct telecommunications enterprises to accelerate investment progress, striving to achieve nationwide 5G coverage in 2026; direct the effective deployment and utilization of low Earth orbit satellite Internet services; soon put into operation one submarine fiber optic cable line; and invest in large data centers.
The Ministry of National Defense shall direct the Military Industry and Telecommunications Group (Viettel) to ensure the progress of Vietnam’s first semiconductor chip manufacturing plant project.
The Ministry of Industry and Trade shall urgently implement the Master Plan for e-commerce development for the period 2026–2030; complete the e-commerce management system and e-commerce database, to be completed in the third quarter of 2026.
At the same time, it shall effectively implement programs to promote consumption in the digital environment and build digital trust; promote e-commerce models in a green, circular, and sustainable direction, creating value for the community and boosting consumption of Vietnamese products (prioritizing key products and OCOP products) through e-commerce as a regular task.
Reducing administrative procedures, dossier components, and reusing existing data in databases
The Ministry of Home Affairs shall guide, urge, monitor, evaluate, and inspect ministries, sectors, and localities in implementing the key state administrative reform plan for the period 2026–2030 as a regular task.
The Ministry of Justice shall organize a review to reduce 50% of the time required to process administrative procedures and 50% of compliance costs compared to 2024, and continue to reduce 30% of conditional business lines and 100% of unnecessary business conditions, to be completed in the second quarter of 2026.
Ministries and sectors shall urgently study the assessments of the Hanoi People’s Committee on the 25 most frequently used online public services; promptly review, amend, and supplement legal regulations and guiding documents to remove obstacles related to administrative procedures, infrastructure, systems, data, etc., for nationwide implementation, to be completed in April 2026.
Ministries, sectors, and localities shall review and amend regulations, reduce administrative procedures and dossier components, and reuse existing data in databases, to be completed in June 2026.
Implement the connection of the administrative procedure processing information system with nine announced databases, to be completed in the second quarter of 2026; actively coordinate with the Ministry of Agriculture and Environment in building and operating the agricultural, forestry, and fisheries traceability system (expected to be deployed nationwide on May 1, 2026).
Ensuring cybersecurity and data security
The Ministry of Public Security shall take the lead and coordinate with ministries, agencies, and localities to synchronously implement solutions to ensure cybersecurity, data security, and national sovereignty in cyberspace according to assigned functions and tasks; proactively detect, prevent, and handle cyberattacks, cyber espionage, and harmful information; focus on dismantling online fraud rings and tools; investigate and strictly handle acts of illegal appropriation and trading of personal data in accordance with the law as a regular task.
The Ministry of Science and Technology shall take the lead and coordinate with the Ministry of National Defense and the Ministry of Public Security to direct telecommunications enterprises to coordinate with specialized units of the Ministry of Public Security to completely handle the situation of “junk” SIM cards; implement data cross-checking and mandatory biometric authentication for new mobile subscribers, to be completed in the second quarter of 2026.
Promoting human resource training
The Ministry of Science and Technology shall develop, finalize, and implement a framework for specialized digital transformation training programs for dedicated officials and civil servants, to be completed in the third quarter of 2026.
The Ministry of Education and Training shall review effective training programs and projects for science, technology, and digital transformation human resources, and propose state budget funding sources for these programs and projects in accordance with regulations, to be completed in the second quarter of 2026.
The Ministry of Public Security shall develop, finalize, and implement a framework for specialized training programs in data governance; continue to improve and effectively operate the national “Digital Literacy for All” platform; provide open, free digital learning materials to popularize digital skills for the entire population as a regular task.
At the same time, coordinate and reach agreement with the Ministry of Finance on developing a legal framework for data valuation, fee mechanisms, pricing for data exploitation and use from the National Data Center, and tax and capital incentives for enterprises engaged in data-related activities; report the assignment plan to the Prime Minister before April 14, 2026, ensuring completion of the above tasks in the second quarter of 2026.
Localities shall promote training and capacity building for the workforce with basic digital skills to meet the requirements of performing common digital tasks and routine duties at the grassroots level as a regular task; effectively promote the role of community digital technology teams as a regular task; organize a one-year review of the implementation of the “Digital Literacy for All” movement, to be completed in the second quarter of 2026./.
