The development of science, technology, and innovation becomes the main driver of economic growth.
Deputy Prime Minister Nguyen Chi Dung signed Decision No. 604/QD-TTg dated 02/4/2026 approving the adjustment and supplementation of the Strategy for the development of science, technology, and innovation to 2030 (the Strategy).

The objective of the Strategy is to develop science, technology, and innovation into the main driver of economic growth, determining improvements in productivity, growth quality, and national competitiveness; directly contributing to fast and sustainable development, ensuring national defense and security, environmental protection, and improving the quality of life of the People.
At the same time, to develop the potential and level of science, technology, and innovation of Viet Nam to an advanced level in some important fields; forming the capacity to master and develop a number of core technologies and strategic technologies, creating a foundation for national technological autonomy.
In addition, to build a modern, internationally integrated national innovation system; strongly develop the innovative startup ecosystem and a team of Vietnamese technology enterprises with regional competitiveness, gradually reaching the global market.
Striving to 2030, the Global Innovation Index is among the top 40 countries in the world
Targets to 2030 include:
The contribution of total factor productivity (TFP) to economic growth reaches over 55%. The proportion of high-tech product exports in total export value reaches at least 50%. The Global Innovation Index (GII) continues to improve, ranking among the top 40 countries in the world.
Total social investment for research and development (R&D) reaches at least 2% of GDP, of which non-state budget sources account for over 60%. At least 2% of total annual state budget expenditure is allocated to science, technology, and innovation development and gradually increases according to development requirements.
The number of research and development personnel (full-time equivalent) reaches 12 people per ten thousand population. There are at least 50 science and technology organizations ranked in the region and globally. The number of international scientific publications increases by an average of 10% per year. The number of patent applications and granted protection titles increases by 16–18% per year; the commercialization rate reaches 8–10%.
Target to 2030, the National Quality Infrastructure ranks among the top 50 countries in the world
The National Quality Infrastructure (NQI) ranks among the top 50 countries in the world. Viet Nam is among the top 3 countries in Southeast Asia in research and development of artificial intelligence.
The technological level and innovation capacity of enterprises reach the world average level. The proportion of enterprises engaged in innovation activities exceeds 40% of the total number of enterprises. The commercialization rate of research results from institutes and universities reaches at least 30%.
Form at least 5–10 regional-scale technology enterprises in strategic technology fields. Master and domestically produce a number of strategic technology products that have major impacts on the economy and national security.
6 key tasks
The Strategy also sets out key tasks for the development of science, technology, and innovation, including:
1. Implement programs and tasks for the development of strategic technologies and strategic technology products.
2. Develop science and technology fields that serve as the foundation for innovation.
3. Develop science, technology, and innovation infrastructure and national data infrastructure.
4. Develop science and technology organizations and high-quality human resources.
5. Develop the innovation system, startup ecosystem, technology enterprises, science and technology market, and intellectual property assets.
6. Proactively integrate internationally and promote diplomacy in science, technology, and innovation.
To achieve the above objectives and tasks, the Strategy also provides breakthrough solutions regarding institutions, mechanisms for managing science, technology, and innovation; financial mechanisms, resource mobilization; and the implementation of monitoring, evaluation, and adjustment mechanisms for the Strategy.
This Decision takes effect from the date of signing and replaces Decision No. 569/QD-TTg dated 11/5/2022 of the Prime Minister promulgating the Strategy for the development of science, technology, and innovation to 2030.
