Implementing the Emulation Movement “Innovation, Development of Science and Technology, Digital Transformation, Green Transformation”
Deputy Prime Minister Pham Thi Thanh Tra signed Decision No. 462/QD-TTg dated March 22, 2026 issuing the Plan to implement the Emulation Movement “Innovation, Development of Science and Technology, Digital Transformation, Green Transformation” (the Plan).

Emulation of “Innovation, Development of Science and Technology, Digital Transformation, Green Transformation”.

The purpose of the Plan is to create a vibrant emulation atmosphere, arousing the spirit of initiative, creativity, and responsibility of cadres, Party members, all strata of the People, and the business community in applying science and technology, promoting innovation, digital transformation, and green transformation in management activities, production, business, and social life.

At the same time, strongly arouse the aspiration for national development, promote initiative and creativity throughout the political system and among the People, self-reliance and self-strengthening, maximizing endogenous capacity, with the viewpoint: People are the center, the subject, and the goal of development, in which environmental quality of life is considered an important measure reflecting the effectiveness and sustainability of socio-economic growth.

Through the emulation movement, contribute to successfully implementing the goals and tasks of national development in the spirit of the 14th Party Congress Resolution.

Contents of the emulation movement

In order to contribute to the completion, exceeding, and early achievement of the basic targets set out in the Resolutions of the Central Government and the Government on science and technology development, innovation, digital transformation, and green transformation, ministries, sectors, the Vietnam Fatherland Front, socio-political organizations, provinces and centrally-run cities (ministries, sectors, localities), organizations, and enterprises organize emulation movements with appropriate themes and contents, focusing on the following main contents:

- Emulation to create breakthroughs in thinking, awareness, and action: identifying science, technology, innovation, and “green - digital” transformation as key drivers of growth, as a foundation for improving productivity and competitiveness; as tools to enhance governance efficiency, national autonomy, and ensure national defense and security;

- Emulation to develop modern, synchronized, secure, safe, and efficient digital infrastructure and green infrastructure;

- Emulation of innovation, strong application of digital transformation and green transformation in all activities and in international cooperation;

- Emulation to develop the digital economy, digital society, digital Government, digital administration, digital citizens associated with the movement “Digital Literacy for All” and digital platforms with the goal of “3 safeties”: security, safety, and people’s security;

- Emulation of green transformation, combating climate change in rapid and sustainable economic development.

Emulation criteria

For ministries, sectors, and localities

- Complete with quality, achieve, exceed, and finish early the basic objectives, comprehensively implement tasks and solutions assigned in the Resolutions of the Central Government and the Government on science and technology development, innovation, digital transformation, and green transformation.

- Develop synchronously industry - agriculture - services along value chains; improve self-reliance in technology and supply chains in key sectors; restructure the economy associated with renewing the growth model, exploiting and using energy and resources economically and efficiently, developing green infrastructure structure, sustainably, building a green lifestyle.

- Timely issue or advise competent authorities to issue synchronized legal regulations on science and technology, investment, public investment, etc. to remove bottlenecks and institutional barriers in developing science, technology, innovation, digital transformation, green transformation, and high-quality human resources; reform management methods, financial management mechanisms, and maximize simplification of administrative procedures.

- Effectively implement digital transformation, application of science, technology, innovation, and green transformation in the activities of ministries, sectors, and localities, contributing to improving the effectiveness and efficiency of state management in all fields, ensuring national defense and security.

- Develop and promulgate mechanisms and policies to encourage and support enterprises, especially small and medium-sized enterprises, to invest in digital transformation, green transformation, research, and technological innovation to improve production and business efficiency, governance, and competitiveness of enterprises. Attract and effectively use all resources for investment in science, technology, innovation, digital transformation, and green transformation.

For the Vietnam Fatherland Front and socio-political organizations

 

- Organize specific, practical, and effective activities, mobilizing coordination among Party committees, authorities, and relevant agencies in disseminating, propagating, and mobilizing members, union members, and the People to clearly understand the meaning, purpose, importance, and have many practical activities to implement digital transformation and green transformation.

- Have initiatives and solutions to widely implement digital learning movements, digital literacy for all, contributing to the popularization and improvement of knowledge of science and technology, gradually creating an environment and forming a green culture and lifestyle among each member and union member; promote the role of social supervision and criticism, participate in law-making, mechanisms, and policies on science, technology, innovation, digital transformation, and green transformation.

For enterprises

- Develop long-term, sustainable visions and strategies, with proactive and flexible business structures; strong innovation culture. Promote international cooperation, research, development, and innovation in the digital environment.

- Shift from applying and mastering technology to building breakthrough innovation capacity. Invest in researching smart new solutions, management technologies; apply digital technology and automation, integrate technologies into products and services, associated with the development of high-quality human resources. Promote knowledge transfer, training of human resources in science, technology, and innovation.

- Reform management models, expand capacity to apply new technologies, digitize and develop breakthrough products and services to create differentiation and competitiveness in the market.

- Actively participate in environmental protection, optimize production and business capacity through saving raw materials and fuels, using renewable materials, reducing greenhouse gases, operating a circular economy, applying environmental management standards, and optimizing transportation to reduce emissions…

 

For individuals

- Cadres, civil servants, and public employees strive, have initiatives and creative solutions in developing, issuing or submitting to competent authorities for issuance, organizing implementation, inspecting, and guiding the implementation of mechanisms, policies, regulations, and administrative procedures to create favorable conditions for the development of science, technology, innovation, digital transformation, and green transformation, contributing to the effective implementation of the Emulation Movement.

- Other subjects: Have many contributions in effort, intellect, material resources, and initiatives to the development of science, technology, innovation, digital transformation, and green transformation.

Forms of commendation

Forms of commendation include: annual commendation; preliminary review commendation; and final review commendation. Specifically:

Annual commendation: Based on the results of implementing the Emulation Movement of collectives and individuals, ministries, sectors, and localities carry out commendation according to their authority in accordance with laws on emulation and commendation.

Preliminary and final review commendation:

Preliminary review commendation includes: Prime Minister’s Certificate of Merit; Certificates of Merit of ministries, sectors, provinces; Certificates of Merit.

Final review commendation includes: Labor Order; Government Emulation Flag; Prime Minister’s Certificate of Merit; Emulation Flag of ministries, sectors, provinces; Certificates of Merit of ministries, sectors, provinces; Certificates of Merit.
