Da Nang’s “AI City” Vision: Redefining Urban Intelligence Beyond Smart City Models
Da Nang’s ambition to become Vietnam’s first true “AI City” by 2030 marks a strategic evolution from conventional smart city development toward a more advanced urban governance paradigm centered on artificial intelligence, real-time data, and predictive management. Rather than limiting itself to digital infrastructure or administrative digitization, the city is pursuing a transformative model in which AI becomes the operational “brain” of urban systems—shaping governance, economic growth, and quality of life. This vision positions Da Nang not merely as a technologically modern city, but as a pioneering laboratory for next-generation urban development in Vietnam.

The distinction between a smart city and an AI City is significant. Traditional smart cities primarily focus on collecting, connecting, and displaying data through sensors, digital platforms, and e-governance tools. An AI City, by contrast, moves beyond data visibility toward cognitive urbanism: systems that analyze patterns, predict future scenarios, automate decisions, and continuously optimize city functions. Over the past five years, the city has built extensive 5G connectivity, public Wi-Fi systems, a Tier-III data center, large open-data repositories, IoT environmental monitoring, and integrated digital services. These assets form the structural “skeleton” necessary for AI integration. Importantly, Da Nang recognizes that infrastructure alone is insufficient; data quality, interoperability, and computational power are the real fuel of AI urbanization. Hence, plans for AI Data Centers, Digital Twin systems, and next-generation sensing networks indicate a move from simple digitization toward intelligent simulation and predictive governance.
One of the most compelling aspects of Da Nang’s AI City model is its citizen-centric orientation. The practical examples from Hoa Khanh Ward—where AI chatbots, digital forms, and process automation save hundreds of labor hours and significantly reduce administrative costs—demonstrate that AI’s value lies not in futuristic symbolism, but in solving everyday problems. Faster public services, predictive healthcare, optimized traffic, and personalized tourism can directly improve citizens’ lived experiences. This focus aligns with successful international AI cities such as Singapore and Busan, where technological sophistication is judged by practical societal outcomes.
However, Da Nang’s vision also faces structural challenges. AI depends on large-scale, clean, standardized, and accessible datasets, yet public-sector data fragmentation remains a major obstacle. Without solving governance issues around data sharing, cybersecurity, and responsible private-sector participation, AI implementation risks remaining shallow. Local startups also face barriers in procurement systems, scale-up funding, and public-sector access—highlighting the need for regulatory sandboxes and procurement reforms tailored to innovation ecosystems.
Ultimately, Da Nang’s AI City strategy represents more than a local development plan; it may become a national prototype for how Vietnamese cities transition from administrative modernization to intelligent governance.
